Casting/missile weapon in melee

Some questions came up in my game. First, can you cast or use a missile weapon out of melee. Let's say the PC can't or doesn't want to move when they are getting beat on in melee. Can they use their bow to attack another person that is within range? Same thing but can you cast earth darts on someone...

1:1 it is all very straight forward and we went through many sessions without issue. Once we got to 3:4 and larger brawls is when the fluid movement thing just sort of broke down. Some things that spring to mind: 1) If your players have not played a 'crunchy' system before be patient. 2) The step system seems complex and nonsensical. Created this account just to say that your document is amazingly useful. I have an Elementalist in my group that is just now getting up to summoning stuff and figuring out how to make it interesting/fun has been a challenge. I can't wait to see your elemental version.
