I ended up making a midway point between the two, but using all the special maneuvers from 4E to keep it consistent.

Here's my rationale: If a Windling moves into close combat range, but stays in the air, they are still within close combat range of their opponent. This brings up another issue: If you can't use Called Shot to avoid armor, then why would a T'skrang every pay the extra money to armor their tail?
