I'm not familiar with the Grab and Bite move where is that listed? If it involves grappling the opponent first before being able to bite then I won't be using it personally. Jackalmen don't bite with their tails (there's a typo in the Maneuver you've listed). I don't have the Theran Empire book on me, so is there a reason you gave them a Bite version of Tail Attack instead of Grab and Bite?

As for consistent penalties outside of combat due to the chain casting, I personally don't think it's necessary, but it could be an interesting mechanic. A houserule I sometimes used in previous editions, converted to ED4, would look like this:
A Magician may spend 2 Successes on a Thread Weaving Test to gain a Standard Action, usable only to Cast the Spell they were tying Threads for.
