I think the key word here is bypass. Should the thief encounter a locked door, he could use lock picking to get inside or half-magic to determine another way inside the building bypassing the need to unlock the door. Maybe he with half-magic he notices an open window on the second floor.

Thieves may use half-magic to build or bypass security measures intended to prevent theft, and to recognize different types of locking mechanisms. Hmm, its a good question. Not an issue because you can have up to Spellcasting Rank instances of the same spell active if not written otherwise (like binding spells). I would say that multiple -2 would stack. Does anyone have a page number for this rule? I'm not finding it, though I remember something similar in previous ed...
