Arrows have much more mass and a similar profile area so they are slowed far less than bullets. But they have lower velocity than bullets, so what's the net effect? I never got the impression that adepts where other than common. Heroes are not. maybe 1 in 20 people is an adept but most are not heroes. Bullets lose momentum really fast in water. I imagine that arrows, being slower and having more drag, would be even more hindered. Plus, aiming is hard because of refraction. I'd say unless the target is within a yard of the surface, arrows are probably useless, and even then they'd do less damage....

The same issue occurred to me.

My solution was to rule that there would be no benefit to have both the skill and half magic and advise my players not to take overlapping skills. I was not totally happy with this but everything else that occurred to me was too complex.
