As Mataxes said each GM or group is free to interpret the rules as they see fit. Correct. If people are telling me this was not the intent of how the rules are written... Also correct. But this specific question has rarely come up - as most people interpret the game-rule first - then see how it app...

I would expect to see a lot of stabbed feet, as the Windlings land before they attack, or take off after their attack. :)
