generally you can have a well developed 5th circle character with about 20k legend points.

Hmmm skimming over it didn't help - also searched through my PDFs and didn't find anything.
If i had the time I'd read over the imperial Capital part again though, that's most likely where they stand. Also try the Emperor's Artifacts section.

also the GM could just rule that at some point the opponent is just safe from the attack.
But up to that point the -3 seems fine to me - nice and simple and enough to make it noticable.

I've seen that episode,too. ^^ However, I can tell you from personal experience, that arrows are not nearly slowed as fast as a bullet. This is due to the general shape of the arrow and its tip. The Water slows around it alot better than around a bullet. Especially old, primitive bullets which were ...

i always used 1 in 1000 to become an adept following a discipline - that leaves enough adepts imo to interact with them during campaign but still leaves the characters in a special position

well, that's why i said major forges, as in a forge where he would find the usual structure. The other forges would be small ones, run by individuals or even non-adepts. All i was trying to say was that in Throal and Bartertown the availability of Weapons and Armor, also forged ones, was lot higher ...

Well, making Forge Armor a C1 talent would probably solve your problem, however you have to keep in mind that every Weaponsmith aspires to forge his Heartblade someday, so there should be an equivalent to that. Otherwise you would just take out a major aspect of that discipline. Other than that I do...
