Well, that's embarrassing. Yes, I'd missed the Occult listed after Characteristic, and assumed Occult Power referred to the Occult characteristic. Thanks for the clarification.

On the Extra Point Costs Chart on p. 131, it lists Occult Power as costing 1 per Level. However, in the race descriptions for Ur-Obun and Ur-Ukar on p. 115 it lists Psi 1 or Theurgy 1 as costing 3 points, and all four Occult Powers packages in the Lifepath Tour of Duty section on p. 129 only balance...
