Yes bone dance does leave the target vulnerable and able to be wailed upon for the duration, as long as the Nethermancer keeps making the effect rolls. In the 1st ed write up he was 12th by the coming of the scourge. I figured he might have gained one more circle before hitting old age. Possibly granted as a boon from one of the horrors he later killed.
