Yeah, there's no attuning.
Attuning is only when putting them in a Matrix or Grimoire-casting them.

...then the theft needs to be a heroic act that also awards the LP to learn it! ;D
Like stealing a grimoire from a dragon's hoard. You may also be able to grab a few other things on the way out.

Normally, no.
These tests at a distance may be an exception you may want to make for your game, but the rules technically allow using Steel thought.

In short: You substitute your Willforce Step for your Willpower Step when resisting magical effects (you roll Willforce instead of Wilpower). That means you can only do so when there's actually a Willpower Test. Willpower Tests to resist are usually called out by the rules of an ability. For example...
