In order to prevent somebody from noticing your friend in a combat situation you use distract.
If you want to prevent somebody from noticing your friend in a non combat situation you use engaging banter

I have already listed in my game that the normal method of storing true elements is in coin form. Not that there wont be oricalcom containers. You need to store the harvest somewhere until you can mint the coins.

This seems rather odd to me. I would have expected distract to be usable in a way that does not trigger a fight or even damage change attitude. It depends on how it is being done. Engaging a throalic guardsman in a discussion of how well his son is doing in school for example will easily prevent him...

By 11th circle most combatants (PC or NPC) have multiple attacks. In the case of an archer I think the talent is second shot.

That only covers the cash cost.

I believe they are magical. Just magic granted by a passion rather than your own ability. You would be able to use will force to resist any quester ability that could be resisted with willpower. There are other uses that have not been described in rules.
Certain ritual spells can be cast at distant targets if you have a pattern items. The king of thrall was killed using such a spell.
