So basicly the spells act like shadowrun spells they take a shortcut through astral space and appear at the target. You just need to deal with the partial cover provided by the water. Flame flash in its effect test clearly states one effect covers multiple rounds so no additional rolls. I am not sure if you can add will force in any round but the first.

one effect test is also to speed the game up as well if you only roll 1 effect test on acid raid. that his an army of 100 solders that doesn't mean your now going to roll 100 effect tests to add willforce in. Its still only 1 effect test
