There are a couple rules tweaks you could use to limit this talent. First, have it restricted to the same 'encounter' range as Avoid Blow or similar talents. For area effect or group targets, there are a couple of ways you could tweak it... option one, allow one of the targets to use Steel Thought ...

Although there is a knack that in effect enhanced steel thought so that it functions like spirit dodge does against physical attacks and allows a steel thought roll even when surprised. Quick question. How do you as a GM identify if a horror is dual natured or not?

I am having difficulty finding anything in the GM books to clarify this.

So anything that effects an Action Test also effects an Effect Test?

That's interesting.
