I woud tweek your wording a bit to reflect that it only slows you when attacking. "the target acts as though under the effects of a slow spell when attacking with the affected weapon." If reads like that I would agree with it as a 2nd or even 1st level spell.

It is also very under powered for a third level spell when you could just cast Ant Haul at first level. It is also listed as having a range of close (15 ft. + 5 ft./2 levels) it should be close (25 ft. + 5 ft./2 levels)

The target is one Creature but the spell text refers to an object or objects. The effect is to reduce the weight by 50 pounds to a minimum of 10 pounds.

So is the target a creature and it effects all objects it is carrying? Is the target wrong and it effects an object or objects? How many objects?
