I haven't found a Errata for the Earth Staff Spell.
Description says 5 feet long staff. This would mean a Windlings Elementarist can't use it.
But there are Staff for Windlings in e.g. Path Equipment Guide.

Does some have an Errata or Correction explaning the usage of this spell for Windlings?

I'd just make it smaller for a Windling or even a Dwarf. Same as I would make it bigger for a Troll and perhaps an Obsidiman.
It's just a fluff description here and not an actual rule.

I favor a descriptive approach rather than a prescriptive one, especially when it comes to fluff or flavor text. Feel free to adjust/adapt/reskin to suit your needs.
