Questors: Stacking between Passions Empowerment, Passions Inspiration, and questor's usual spending of DP

I am not really certain whether they stack with a questors ability to spend DP on tests.
Questors can spend Devotion Points (DP) on certain things. For example a questor of Garlen might be able to spend DP on tests he, or people near him, make to do certain things: Such as an interaction test, a recovery test, or a test to heal a target (not including recovery tests), to protect somebody within their home, or to promote harmony within a community (not including interaction tests).
So if a test is outside of the limited categories that particular questor picked, they can't spend a DP on it. Seem straightforward enough.
Passion’s Empowerment (follower level option) allows a questor to give away DP that the target must spend within one hour.
They can be spent on "any action inspired by the associated zeal", using the questor’s Devotion Die.
So question #1, does the word "action" as it is used here synonymous with the word "test"? IE: could a person who has been empowered by Garlen spend the DP they were gifted on a Recovery Test? Or a test to resist disease? Even if the Questor who granted it could not spend DP on those types of tests? If the Questor who granted the DP could spend DP on the test in question, can the Questor and the Empowered Person each spend a DP for double effect?
If the target is a non-Adept, Passion's Empowerment seems to give a more powerful bonus than the Questor spending the DP directly. Plus it seems to totally bypass the limits on what type of tests a Questor can spend DP on, thus allowing a wider range of tests that it can affect.
Passion’s Inspiration (Adherent level option) does not require spending of DP, but can grant a bonus to "an appropriate action of the target’s choice by the next sunrise. Appropriate action tests must be related to the Passion’s sphere of influence."
So again, do Recovery Tests and/or tests to resist disease or poison count (or only tests that are more classically "actions")? And these two devotions stack with each other I assume? And would Passion's Inspiration stack with a DP spent by the Questor on a test that they can spend DP on?
So could a Questor treating somebody with a disease, and they can spend DP on tests to heal a target (not including recovery tests), feels that there is a resist disease test coming up soon, could they Inspire the target to fight the disease, Empower the target to fight the disease, and spend a DP on the resistance test themselves, thereby giving an inspire bonus and 2 DP to the resistance test?
Can an unconscious or delirious person be inspired or empowered?
