I have a few questions regarding the heal spell.
1: does casting it on a person cost them a recovery test (or the caster?)
2: if cast on self is the strain taken before or after the heal effect?
3: can the heal be boosted by physician skill or booster potions?

1) It does not say it does cost anybody a recovery test.
2) The spellcasting chapter (page 364) says that the normal order of events is to Determine Effects, and then to Take Strain, so assuming the spell behaved as normal, the strain would happen after the healing effect.
3) It does not say that it can. Booster Potions specifically say they boost recovery tests. Physician tests specifically say they provide a bonus to the next recovery test or resistance test. Heal spells are not recovery tests nor resistance tests. Note that nether physician tests nor booster potions help "shake it off" tests ether.

Canonical answer:
1. No, there is no Recovery Test required of either the recipient or the caster. The spell effectively grants a free Recovery Test, but at the spell's Effect Step instead of the target's normal Recovery Step.
2. After. Chris is correct on the sequence.
3. Chris is also correct in his reasoning on this one. The spell is not a Recovery Test, and therefore cannot be boosted by a potion or a Skill.

Bear in mind that the caster will take the strain each time he casts Heal on himself. While you might be able to get endless healing, it's going to take a lot of dice rolling and in-game time. I foresee the less munchkinish players getting bored with this process and moving on. We did intentionally make magical healing a bit more powerful, given the lack of thread armor and other protections, and the fearsome power of firearms.
