Questions for Mystic Paths

Two questions:

a) On the Outcast Path: There is mention of a game mechanic called "Honor Points", but only in Talents and Knack that relate to it. What exactly are the Honor Points?

b) Beside the ordeal required to increase a Path's Rank, is there any other requirements, like having certain Talents to certain Ranks? If not, does this means that an adept could scales through the 5th rank of a path without learning any Talent options? (yes, I know it would be pointless to do so)

a) one of the talents (rite of ka'tosh i think? rite of something anyways) gives you honor points. in addition to their other uses provided by talents or knacks, they can be used as karma in certain situations as well.

b) perhaps in a game mechanic sense, i'm not 100% certain, but broadly speaking you are being evaluated on how well you are performing as a member of that path in addition to needing to fulfill certain ordeals. you're going to have a hard time showing your progression as a tail dancer if you never tail dance, or of being a suitable journeyman if you never take additional talents, and so forth.

As Sharkforce correctly indicates, the talent Rite of Kho'pesh gives Outcasts Honor Points. With the exception of Harden Heart, all the knacks that use Honor Points are for Rite of Kho'pesh. The statement "refreshes" can imply they were around before, but they are granted through the talent.

Requirements for advacing Paths in general are on p. 8 (emphasis added for the most relevant section):
Improving this rank requires completing an appropriate Path ordeal, receiving permission from more senior Path followers, performing the advancement ritual, paying the required Legend Points, and weaving the higher rank thread (see Player’s Guide, p. 225 for the Weaving Difficulty). The details change for each Path, and the Legend Point cost for improving the Path talent and the maximum Path talent rank is listed in each Path. Like initiation, the advancement ritual replaces the typical time required to improve a talent and weaving the thread is a Standard Action which can be repeated without penalty if failed.
This means each rank requires an ordeal and permission. Each Path lists more specifics in the "Ordeals and Advancement" section of the Game Information. Some may have additional requirements (e.g., Journeyman and Versatility) or reduced requirements (e.g., Outcasts don't need permission from more senior Path followers). Outside of requiremens listed there, an adept can advance without learning talent options. Though as Sharkforce noted, in some cases it is going to make receiving permission and completing ordeals more challenging. In others, it may be a perfectly valid decision as there's no talent options of interest at those ranks.
