questors vs path?

Hello every one !
Juste a simple question here :

why on one side questor devotion benefits do not stack with similar benefits provided by disciplines and on the other side path characteristic bonuses are added to the dicipline’s characteristic bonuses ?

It seems to me that questors are less tastfull than paths.
it would not have been better to apply same mechanics to both and reduce questor devotion benefits ?

Characteristic bonuses were added to questors in 4E to support them as standalone characters. While this is great for just questors, but can create the wrong incentive for an adept to questor for a Passion—the relatively cheap bonuses, rather than the quest itself. While the game is about playing adepts, making questors feel appropriate to the setting and not just as an extension of adepts was important for the 4E direction. Otherwise, there wouldn't be characteristic bonuses at all.

In contrast, Paths work with Disciplines and designed as such.
