Why aren't effects like these and spell durations counted off during the Declare step of initiative? Why isn't this portion of combat used more in order to deal with book-keeping and wrap-up of rounds?

and one hard core "optimiser"....last campaign was using pathfinder, and fell apart when the "optimiser" got so powerful encounters became a joke.... i dont know if u know the system but when you get to the point when gm makes encounters and to hit the guy on a 19, he has to roll a 2 on everyone el...

Get him to invest in a Multi-Discipline option, instead. Then he can get his extra optional talent and raise it however he likes. At least then he's not stomping on the human's ONE racial ability.
