We are probably going to want to put the hoard in a bank and maybe also buy some orichalcum coins at some point. But currently we're in Portage, which isn't exactly known for its strong banking institutions.

The way i see it they wrote a perfectly functional Talent, but it was not the Talent they meant to write. They either forgot a line, or thought it was obvious you couldn't use it with Second Weapon when in fact the opposite is true. So they're changing the Talent they wrote into the Talent they mean...

Yeah, rereading the actual write-up it's possible that your GM has the more correct interpretation on the rules.
