Yes. One can wonderfully create arguments for either allowing „cherry picking“ targeting or not.
It does not matter too much as your opponents can do the same.

I am not sure but I think in previous editions there was a rule that you get two times the new circle as „spell points“ and every spell‘s cost was its circle. So you level into 5th circle you get 10 points to buy one circle 5, one circle 3 and one circle 2 spell. That's not from any published editi...

You're saying that survivability scales faster than damage? I would have guessed the opposite... Not sure whether you refer to me, but I meant that the complexity of a fight increases if the enemy is to be interesting for a circle 11 group. We do it like this with one little extra rule:
A talent that is available by original rules from a certain circle onwards, can only be taken once this circle in this discipline is reached.
The circle 8 discipline talent can hence not be taken upon circle 5.

The german distributor even gives you a complete photoshop file so one can modify the labels.
