The adept issues a great bellow, inspiring his allies and intimidating his enemies.
The targets must be within the adept’s Battle Bellow rank x10 yards. The adept makes
a Battle Bellow test against the highest Social Defense among the target group, +1 for
each additional target.

So it's only the enemies that count against the TN.

I'm not saying you/GM how you run your game can't have peeps charge for spells.

in my setting that I run, the NPC spellcasters don't charge for you to learn a spell if you have a spell of roughly the same value to learn. However, rare spells is a whole other discussion

just to add more color to this, I asked about this exact thing in the fasa discord in 4th, the spellcasters have been reduced in blasting/dps power to make them more versatile and better equipped to assist the party. I would rule that its the whole group, as the saying goes, "there is safety in numbers."

If there's too big of a group, I guess you have to use shout intead

considering the LP cost for spells, I just have NPC casters open their books and just swap spells equal circle at no cost.
