I don't think Nethermancers are evil. Their attitude is often that the end justifies the means. Saying that "the end justifies the means", is simply admitting that you are willing to do what you recognize as being evil if you think your goal is good. That does not make your actions not evil. This seems like a perfect start for the Artificier Army I've had my mind on for ages. It's a plot-line I've had at the top of my list for a while but so far the ideas had been scarce.

I would handle it not as 1 per CR but beasts add up to a the current CR. Circle 8 Adept with 2 CR 4 Beasts will be powerful with all the animal enhancements and curability available to them.
