so, as I understand it, the line about haggle stopping when either person fails means that *that* person cannot keep trying. if you keep on succeeding, you can keep on racking up successes. I can certainly agree that it isn't clear, however. That's how I understood it but didn't have my book handy ...

I have two primary complaints. A strict, literal reading of the RAW (4th Edition) is broken as it only gives you a +/-5% change in price, max. For Weaponsmith I get it since the discipline has something inherently commercial about it. That depends, some potential trainers might feel straight up disrespected.
Trainers for disciplines that have haggle as a discipline talent will probably see it as a show of competence.

It's a bit of a challenge but they should be able to wear almost any armor. I would just make their armors more expensive due to the large number of modifications to standard designs needed.
