I can kind of see it going either way, and decided that we would keep the way it had been in ED3 (which did the same thing). Legend costs have always been based on the Circle the talent was acquired at. If it's a Circle 5 talent, it costs the same as other Circle 5-8 talents. Even if a Discipline has the potential to learn it sooner, this adept chose to do so at Circle 5 (or whatever).

I don't really think it's a problem? If a player wants to pick up a fifth Novice-tier option rather than dive into the nifty new Journeyman options that are suddenly available...? It's a bit weird, but probably uncommon enough that I'm not going to lose sleep over it. (I lose sleep over plenty as it is.)

It's actually kind of interesting that this discussion came up... for reasons I can't get into just yet.

The way I see this is it has not been ruled for realism but rather for game balance and simplicity. I know it sounds ironic to say "simplicity" on a rule that spawned two pages of comments. But the goal is to make every talents costs the same for a said tier of circle. Also, that keeps the cost constant with all the previous editions.

As Oracle said, it isn't actually listed twice, and in most cases the scenario being laid out here (where a character chooses one of their Novice options as a Journeyman talent) probably doesn't happen that often. Unless using the "Specific Training for Talent Options" Optional Rule (ED4PG454), a character can fill the Circle X Talent Option Slot with 8 hours of meditation any time after achieving Circle X.
