All time best Cadre was playing Circus-themed prostitutes in a wandering Skraver bazaar.

Second favorite was characters being the friends and family of a prophet drawn together by the discovery that their deceased companion had predicted events where they would be working together.

We Cadre our players with a cudgel. For the most part as players we look for links to make the story run more smoothly and when we don't, whoever is running, hammers our pre-story to make us tied to at least one other character. The best Cadre's often have conflicting relationships, such as we work for one character, have a rocky history with another and we have a hidden crush on another.

I'm generally not a fan of "Build your characters, you all have to have been Hazat Soldiers on Vera-Cruz during the emperor wars" style campaigns. It tends to stifle the story the players want to tell by shoe-horning them into something they weren't prepared to play. With a little bit of work a good GM can tie any diverse group of characters together in a way to fosters the story they want to tell and builds exciting relationships to play off of.
