So the Level 2 Orthodox ritual Light can emit a search light beam that can be used to 'blind enemies of the faith.' Just wondering if there are any rules for this, or is it something we're supposed to judge on a case-by-case basis?

Actually, I cannot remember if there ever were any rules for this, but perhaps giving the target a goal penalty equal to rite VP could work?
