simple actions and initiative
Did i just realize correctly, that for instance the talent "maneuver" is only useful against opponents who are slower, since the maneuvering action is only performed at the users initiative?

No, because Maneuver also grants a bonus to attack.
If your desired target acts before you the bonus to Physical Defense doesn't do much for you, but the bonus to attack still does.
